Currently, the vast majority of Estonian municipalities require by law that all dogs be microchipped and registered. By 2026, the Estonian government plans to make this measure mandatory nationwide for dogs, cats, and ferrets. The microchip is a tiny, painless device containing a unique 15-digit number.

"A microchip without registration is just a useless number. Ensure your veterinarian has uploaded the data to the LLR.ee portal or do it yourself using your Estonian ID (Smart-ID or Mobile-ID). It is the only way a shelter or police can contact you if they find your pet."

How to Register Your Pet Step-by-Step

If you reside in Estonia, the process is simple thanks to the country's digital infrastructure:

  1. Visit the Veterinarian: Have the microchip implanted and get the serial number.
  2. Access the LLR Portal: Go to llr.ee and log in with your digital certificate.
  3. Update Your Data: Link the chip number to your current address and phone number.

Travel and the European Passport

If you plan to travel outside of Estonia with your pet, a microchip is an indispensable requirement for obtaining the EU Pet Passport. Remember that the rabies vaccine must be administered after the chip implantation for it to be legally valid for travel.
